Position Description

The post is Consortium Programme Manager and you’ll be in the Programme department.
Plan UK is seeking to build its programme management capacity and this job profile is a generic one with applicants being considered for specific roles that are anticipated in the coming months, conditional upon Plan UK securing key donor funding.
The Consortium Programme Manager provides overall coordination of a multi-million pound project funded by one of Plan UK’s institutional donors (e.g. DFID, EC). S/he will be responsible for coordination of activities across one or more target countries to ensure the efficient and effective delivery of the programme and reporting to donor in line with the project contract.
You will work closely with consortium partners and represent the consortium at UK and international level to all relevant stakeholders, including the project steering committee.

Required Experience

The successful candidate will have experience of ….
• Effective management of large and complex projects, preferably across several countries.
• Preferably experience of coordinating a large consortium grant from a major institutional donor.
• Successfully managing complex relationships with a variety of internal and external stakeholders, including providing management and advice from a distance.
• Coordinating technical support and advice to programme staff.
• Generation and effective use of programme learning to improve practice and to support advocacy and communications.
• Working in developing countries, and willing to travel extensively (for up to 25% of time).

Salary and Benefits

The usual recruitment rate for this post (Grade 2) is £41,766 with future pay progression within the pay band from £41,766 to £45,064

We are seeking experienced Monitoring and Evaluation Officers to ensure existing M&E systems of consortium members are effectively harmonized and strengthened to meet donor requirements. You would also be responsible for ensuring that learning from the project is properly documented and shared. This role is envisaged to be split 50/50 between two major projects at any one time.

The successful candidate will have experience of implementing and ensuring the ongoing development of monitoring, evaluation and learning frameworks for large and complex projects.

The posts are open to individuals with generalist thematic experience; however, individuals with technical interest and experience in the following areas are encouraged to apply:

Background

Plan International UK (UKNO), through its Economic Security portfolio, delivers integrated programme interventions leading to both wage- and self-employment opportunities for young people – particularly adolescent girls and young women – through a combination of skill development schemes, access to finance and follow-up support incorporating the organisation’s Child-Centered Community Development principles. This approach, referred to at the Federation’s level as the ‘Youth Economic Empowerment (YEE) Pathway’, offers much flexibility and can be adapted across countries and contexts, making it a strong tool for Plan to use across its varied areas of operation to address youth unemployment issues. By continuing to seek avenues to enhance this Pathway, UKNO is committed to providing a consistent, end-to-end accompaniment of youth in their journey towards quality jobs, from the moment they choose an education path to the moment they access the labour market. In this process, UKNO has identified the need to equip itself with a value chain analysis guide that would support its Country Offices (COs) and project teams in better identifying labour market opportunities available to youth ahead of skill training design and delivery (vocational training, apprenticeship, entrepreneurship coaching, etc.) in order to increase impact.

Business case

It is important to stress that a value chain analysis can serve different purposes linked to value chain development and local economic development – such as creating a more enabling business environment for the sector considered, unblocking market potential, etc. In the framework of this VCA guide, however, the manual approach would be limited to detecting actual and potential job (vacancy) and market (product/service) opportunities for youth in the value/supply chains and related training needs, including but also looking beyond immediate short-term employer needs. This could be done through identifying missing functions that need to be filled in, anticipated functions that can be developed through product improvements, etc., across horizontal and vertical sectors of the value chain. In this sense, the guide must offer some level of depth, while keeping focused and easy to follow as our Country Offices and local partners need step-by-step practical guidance. The guide, and lessons learnt derived from its pilot-testing, could also feed into future improvements of the online market scan tool currently developed by Plan International, while providing a useful paper version guideto record information and design market relevant vocational and entrepreneurship trainings in areas where access to the internet is inexistent or unreliable.Subject to the availability of funding, it is expected that in the future this tool will: i) improve the quality of current YES programmes in countries where market outcomes for youth are heavily linked to specific value chains; ii) generate preliminary labour market information in countries where YES related calls for proposals are anticipated (thereby increasing COs’ prospection capability and the quality of proposal design); iii) alternatively, become an inherent, built-in component of YES programmes in initial/inception grant-funded programme phases.

Expected deliverable and outcome

A 15-20 page, gender-sensitive value chain analysis (VCA) guide for use in the field.The guide would provide a clear, practical, step-by-step methodology focussedon supporting, through VCA, the identification of decent (wage/self) employment opportunities for youth and therefore of the skill trainings needed to be able to seize such opportunities. As established above, the emphasis of the guide would primarily be on enabling the design of smarter skill development strategiesin the context of our youth economic security/employment programmes. Naturally all other important, interconnected dimensions of the VCA exercise ought to be mentioned in the guide where relevant, but not necessarily developed given the short timeframe of this work. The guide should also be preceded by a summary of the literature on Good Practices in VCA approaches (in relation to employment creation), and should draw as much as possible on them.

This consultancy should result in Plan CO programme and/or project staff’s strengthened capacity to design market-relevant, demand-driven skill training initiatives, ultimately increasing the likelihood of youth beneficiaries securing sustainable jobs.

In sum, the VCA guide should be (subject to consultant’s initial feedback):

  • Generic, i.e. understandable and of use in both urban and rural settings by country offices, project staff or related partners in different country contexts;
  • Practical and user-friendly, i.e. offering a graphic step-by-step approach;
  • Focused on strengthening the ability of a sector to identify and exploit market opportunities that can generate jobs, either through wage employment (present and anticipated job vacancies) or self-employment (identification of a niche service or product), using skill training or other forms of skill development schemes (e.g. apprenticeships);
  • Mainstreaming Plan’s Child-Centred Community Development standards (CCCD) and in particular, gender sensitive, i.e. identifying and addressing gender issues in guidance related to the different stages/levels of the VCA process.

Suggested approach

TORs for the guide structure will be finalised with the consultant’s expert inputs. In general, the guide should tackle questions related to the: identification of sub-sectors and value chains with employment potential; how products get to the final consumer; the market dynamics; and relationships between the different actors in the chain.

Some important considerations to be covered (but not only) by the guide, interalia, are:

  1. Sector selection: what should be the selection criteria in-country? (e.g. relevance to local/national development strategies or to the target groups (e.g. young women); (quality) job-rich growth potential[1]; etc.)
  2. Project setup: what are the initial steps of a value chain initiative? (e.g. setting up a team, putting together an action plan and starting with initial research and networking amongst market players)
  3. Value chain mapping: flow chart vs. grid chart
  4. Value chain research: this part should allow users to raise questions such as, for example, ‘why do young farmers not acquire the skills and receive the information they need in order to increase productivity and enhance the quality of their produce? Why are small young producers not aware of good workplace practices that are already used by others?
  5. Value chain analysis:this is the part where: i) bottlenecks that prevent the sector from achieving its optimal performance and generating more jobs and higher incomes are tackled; ii) constraints are linked to specific supporting functions and rules within the market system; iii) market players that a) are currently performing functions and b) have incentives to perform certain functions in the future are identified
  6. Intervention design[2]**:**this is the part where the guide invites users to formulate value chain upgrading solutions focused on skill development (needed to fill in the job vacancy, develop a product, etc. in order to enhance productivity, growth and create jobs/business) that fulfill sustainability criteria.

Bids and tenders have been identified as a key strategic priority for Plan UK; as Plan UK seeks to build its capacity in this area and secure further funding in this manner, it is essential that lessons from the design and implementation of large complex programmes are identified and learned from.

Plan UK is committed to ensuring programmatic work is based on solid evidence and strong methodological approaches. Plan UK endeavours to draw on its existing best practice, learning from its experience and sharing this with the development community. This is particularly pertinent as regards learning from existing large programmes; ensuring that systems, processes and in-house expertise is built to ensure effective management of complex contracts.

It is our intention to learn from these experiences in order to achieve continual improvement in systems and standards that guide the management of large complex programmes from bid stage through to inception, ongoing management and the impact on programming.

This piece of work requires a neutral facilitator to ensure effective data collection and analysis from multiple relevant stakeholders. Plan UK is seeking a review which addresses systems, challenges and opportunities within Plan in regards to complex partnerships and contracts.

This piece of work is designed to assess what Plan does well and what it needs to improve in order to effectively manage complex tenders from design to contract closure through to implementation. The purpose of this learning piece is to document key learnings from the experience of complex tender design and implementation to inform future tender development, start-up and management.

Plan UK’s Education adviser will be located in the Quality Assurance, Impact & Learning (QAIL) unit, one of four units in our Programmes Department. This is a great opportunity for a development professional with in-depth knowledge and experience of education and gender equality programming and to make a significant contribution to this growing body of work within Plan UK.

The adviser will provide technical and thought leadership on education to all Plan departments; particularly in relation to the design and development of new fundraising proposals, and so help build our Education programme portfolio particularly focussing on adolescent girls. They will help develop the technical skills of programme officers and others in Plan to ensure quality delivery of Education programming, and that current good practice and innovative approaches are reflected in all stages of project cycle management. They will also develop effective monitoring and evaluation processes that capture the outcomes and impact of our education work.

Where necessary the adviser will also provide technical support and capacity building to country office staff to ensure quality within the delivery of projects and programmes. In doing so they will engage with Plan International’s global advisory capacity to ensure strategic alignment of Education work around the organisation, and that good practice is shared across the wider Plan federation, and with outside organisations.

Our ideal candidate will have experience of academic research and significant experience of designing or providing technical advice to Education programmes in developing countries, ideally with a focus on children, adolescent girls and youth. We’re looking for someone who has supported programme implementation primarily through advising, coaching and influencing, rather than direct line-management. Experience of having lived and worked in developing countries, and worked closely with local partners or country office staff would be additional bonuses.

Some overseas travel is envisaged, approximately three trips per year.

This is a 3 year fixed term full-time post at 34.5 hours a week – we finish at 4.30pm on a Friday. Our office is close to Old Street, London. (Finsgate, 5-7 Cranwood Street, EC1V 9LS, to be precise)

#YouthForChange is a unique global partnership of young activists and their organisations working together in the drive to realise girls’ rights and end harmful traditional practices including child, early and forced marriage (CEFM) and Female Genital Mutilation (FGM). ­­

We want to ensure young people’s voices, experiences and recommendations are heard and considered in national, regional and international policy discussions and thereby making a difference to the lives of millions of girls. Working globally, our voices will be louder, and together we will break global taboos and make girls’ rights everybody’s business.

At the UK Government-hosted Girl Summit in July 2014, a committed group of young people from across the globe came together to ensure that young people’s voices were heard in the battle for girls’ rights. This was the beginning of the #YouthForChange partnership.

#YouthForChange believes that young people are the experts on their own situations; their voices need to lead discussions about improving their futures. FGM and CEFM are violations of human rights which affect young people across the globe. As young people, #YouthForChange activists are determined to end these harmful practices, and believe that young people offer vital insights and innovative solutions for how to do so.

We believe that ending FGM and CEFM is within our grasp. There will be national #YouthForChange partnerships in four countries – the UK, Tanzania, Bangladesh and Ethiopia. Each will be guided by a panel of inspirational youth activists and supported by a staff team of two. A global secretariat of four young people will steer the national partnerships.

Nationally and internationally, we will work in partnership together with youth activists, youth-led organisations and others, including women’s movements, working to end harmful traditional practices against girls. We understand that each country and community is unique and must initiate positive change in its own way. That’s why we are organised in national level youth-led partnerships. By joining together at a global level, we will aim to learn from each other’s successes, to be stronger and more effective.

We will be working to develop a comprehensive national advocacy strategy to help end CEFM and FGM in our countries. We are looking for consultant with good knowledge of the UK CEFM and FMG sector who will be able to provide us with the information we need to develop and lead a truly strategic campaign.

We are looking for someone that is comfortable working with young people and will be happy to not only provide a report for us but also present it to us in an interactive meeting so we fully understand the process used to collect the information and the information being presented.

Scoping work - objectives

  1. To enable the UK YouthforChange youth activists to create policy change on CEFM and FGM in the UK.
  2. To map government policy; opportunities for influencing; develop a thorough understanding of existing FGM and CEFM influencing landscape in the UK including themes, gaps, current targets, methods of influencing, spaces, exiting stakeholders
  3. Provide recommendations for where young people can add value and ideas for specific policy asks for e.g. Home Office, local authorities etc
  4. The #YouthForChange feel empowered through gaining knowledge of the process used to do the scoping and fully understanding the results.

Deliverables

1) A report consisting of the following:

· Thorough outline of:

o Current government policy and implementation

o Government and other resources for CEFM and FGM

o Existing actors, allies, champions

o themes

o Sensitivities

o Gaps

o Current targets

o Methods of influencing

o Spaces where youth voice could add value

o Moments

· Recommendations for areas in which policy progression or implementation could be the focus of a campaign for #youthforchange.

· Recommendations on key opportunities to engage with government on the above areas.

2) A interactive session with panel members to present the findings and the process (we can support the facilitation of this session)

Methodology:

· Desk based research

· Interviews with home office, education, local government officials

· Interviews with key civil society orgs (e.g. Integrate Bristol, Daughters of Eve, Educate to Eradicate, FORWARD, etc…)

· Given the short turnaround time, we would like to discuss the possibility of some of the youth panel members conducting 1-2 interviews in support of this process.

Plan UK’s Gender adviser will be located in the Quality Assurance, Impact & Learning (QAIL) unit, one of four units in our Programmes Department. This is a great opportunity for a development professional with in-depth knowledge and experience of girl’s rights and gender equality programming and to make a significant contribution to this growing body of work within Plan UK.

The adviser will provide technical and thought leadership on gender equality, to all Plan departments, particularly in relation to the design and development of new programmes, in relation to girls’ education; economic security, violence against women and girls (VAWG), WASH and sexual and reproductive health and rights (SRHR). Where necessary the adviser will also provide technical and capacity building support to ensure the successful delivery of projects and programmes. The Adviser will be supporting colleagues across the organisation to build Plan’s reputation as a thought leader on multi-sectoral approaches to the empowerment of adolescent girls; and ensuring gender mainstreaming within the organisational as per Plan’s gender strategy.

The role of the Monitoring & Evaluation Specialist is to support and ensure effective monitoring, verification and evaluation of two of Plan UK’s biggest programmes.

The DFID funded South Asia Water Sanitation and Hygiene Results programme (SAWRP) is a high value, consortium partnership implemented in Pakistan and Bangladesh under a DFID Payment by Result contract. SAWRP aims to promote and enable the sustained use of household toilets and the practice of hand-washing with soap for poor and vulnerable women, children and men. The post holder will be responsible for the overall coordination of monitoring, evaluation and learning processes under SAWRP, liaising closely with consortium partners and in-country coordination functions to ensure the monitoring, verification and learning strategy is effectively implemented and generates quality and reliable data to support management decision making and learning.

The Girls Education Challenge (GEC) fund is a large consortium programme also funded by DFID. The programme seeks to improve life chances for marginalised girls in Sierra Leone through increasing access and retention in Junior Secondary School, including support for children with disabilities. The project will strengthen girls’ learning and ensure that girls are learning in an inclusive environment, are protected from harm and that girls participate in decision-making concerning their education. With Plan UK leading the consortium the post holder will work closely with the in-country team to monitor and advise on data collection methods and lead data analysis with partners to ensure programme outcomes are met.

The successful candidate will have experience of developing and implementing monitoring, evaluation and learning frameworks and systems. You will also have experience of participating in monitoring processes, gained at least in part in a developing country setting. With exceptional quantitative and qualitative data processing and analysis skills, including adapting/developing monitoring tools and surveys. Knowledge and management of statistical software packages such as SPSS, Stata and/ or CSPRO and experience in data entry and analysis is essential.

Plan International is a child- centred organisation working in 50 developing countries across Africa, Asia and the Americas. We focus on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children by working with women, youth and civil society organisations.

Plan has been working in South Sudan since 2006 (before its independence in 2011) - helping poor children to access their rights to education, health, protection and economic security. Plan South Sudan and Plan UK have a strong relationship, having already secured European Commission (EC) funding.

The European Commission's Humanitarian Aid and Civil Protection department (ECHO) is part of the European Union funding mechanism which has been the second largest donor of humanitarian assistance since 2000. The EU provides around one third of all humanitarian financing to South Sudan to support life-saving programmes for an estimated 2 million people.

A specialist nutrition proposal development consultant is needed to respond to an ECHO call for proposals in South Sudan. The consultant will develop a professional and technically competent ECHO proposal for a nutrition focused programme. This will include carrying out and leading a needs assessment with the country office staff, including training staff on the developed needs assessment tools. In addition the consultant will conduct as a desk review of recent nutrition assessments and other humanitarian assessments related to South Sudan (and Jonglei in particular). Finally, the consultants will also drafting a final proposal to be submitted to ECHO. The proposal will also include budget, work plan and communication plan. In line with Plan’s priorities the proposal will need to be gender sensitive, risk informed and inclusive (disability, ethnicity, elderly, etc).

The assignment needs to be carried out over October into early November as proposal submission is required early November 2015. The expected start date of the assignment is ideally mid-October 2015.

Given the scope of the work it is expected that consultancy will be no more than 20 days, seven days for conducting the needs assessment, including developing tools and delivering training on those tools, then 13 days for the nutrition proposal and consultancy report.

What we’re looking for:

You will have significant experience in proposal development for emergency nutrition programmes, in particular with major institutional donors, preferably with previous experience with ECHO.

Knowledge and experience of child-centred programming will be an advantage. Similarly, experience of proposal development in East African region and in particular South Sudan, will also be advantageous.

Consultant specification

• At least 5 years’ experience in social research in relation to the humanitarian sector and nutrition

• Master’s degree and/or proven expertise in nutrition

• Track record of consultancy work in the areas of nutrition, need assessments, proposal development, grants management.

• Knowledge of nutrition, gender, food security.

• Strong qualitative and quantitative research skills

• Experience in the collection and analysis of qualitative in-country primary research

•Fluent in English with a high standard of written English

KEY OUTPUTS

The consultancy should deliver the following outputs:

I. Needs Assessment Reportwhich includes developing tools with Plan South Sudan’s MEAL unit, carrying out training of tools and producing nutrition needs assessment.

II. Nutrition proposal (ECHO single form format- WORD document) which includes: work plan, Budget and Communication plan.

III. Consultancy report which includes recommendations for implementation

General tasks

  • Develop, with Plan South Sudan M &E staff, tools for a needs assessment , provide training on the assessment tools
  • Carry out a needs assessment with Plan South Sudan M & E staff
  • Provide needs assessment report, ensuring it is gender sensitive, risk informed and inclusive (disability, ethnicity, elderly, etc.)
  • Desk review of recent nutrition assessments and other humanitarian assessments related to South Sudan and Jonglei in particular.
  • Meet key nutrition stakeholders in Juba and Akobo if possible, these include food security and nutrition cluster leads, Save the Children, Concern, ACF etc., and other actors working in Akobo.
  • To work collaboratively with other Plan South Sudan departments to ensure the proposal is well coordinated, especially finance, procurement and logistics.
  • To ensure the proposal is gender sensitive, risk informed and inclusive (disability, ethnicity, elderly, etc.)
  • · Accountability with affected population should be included in the proposal, mainly through the inclusion of relevant and context specific feedback mechanisms.

  • Contract signed:30% payment
  • 28th October –Needs assessment completed(including tools developed and assessment carried out with Plan South Sudan staff)
  • 7th November- First draft of the single form(budget, work plan and communication plan included) ready on the**: 40% payment.**
  • 10th November- Feedback and revision, along with consultancy report:30% payment.
