We are seeking to build our programme development capacity by creating a pool of individuals with programme development experience in specialist sectors. Successful applicants will be considered for specific roles that are anticipated on upcoming proposal processes. Specific roles would vary in duration depending on the nature of the opportunity, but would generally be expected to be offered on short term contracts (between two and six months in length).

You will provide surge technical support to the design of programmes in our priority sectors (Education, WASH, Youth Economic Empowerment) and lead on specific assigned proposal development processes in close coordination with relevant Country Offices and consortium partners.

You will have proven experience of developing high quality proposals and/or tenders for institutional donors, particularly DFID, multilaterals or the EC, and of working remotely with multiple countries and partners to develop proposals/tenders within tight time frames. You will also be a confident networker with experience of liaising with donors and supporting staff to engage with institutional donors (e.g. DFID, EC, multilaterals). Overseas experience and programme implementation experience would be an advantage, and we would be particularly interested in your application if you have technical experience in Education, WASH or Youth Economic Empowerment.

IJM has worked in northern Thailand through IJM’s Chiang Mai field office (FO) since 2000, partnering with government authorities on hill tribe Thai citizenship cases and cases of sexual violence against children. In 2017, IJM will establish a new field office in Bangkok that will provide support to Thai authorities to eliminate labor trafficking and forced labor from the Thai fishing and seafood industries. IJM lawyers, fieldworkers, social workers and other professionals will support Thai law enforcement, social services and the judiciary to identify and prosecute cases of forced labor and labor trafficking crimes and restore labor trafficking survivors to safety and strength.

Position Details:

IJM is seeking an IT Support Technician for its Bangkok Field Office. The successful candidate will manage the office’s information technology system and ensure the continuous availability and reliability of network systems and IT services that are compliant with the organization’s standards and policies.

Responsibilities:

Set up and manage the FO information technology system, including:

  • Set up/Install/Update computers (including all computer-based electronic systems) and other communications (e.g. PABX system) network according to IJM headquarters IT standards.
  • Ensure continuous availability and reliability of network services, including performing related preventive maintenance and repair procedures in coordination with IT service provider.
  • Periodically evaluate network performance and recommend improvements as necessary.
  • Ensure proper maintenance and/or repair of computer resources, including keeping updated inventory listing of assets.
  • Ensure FO Shared Drive, E-mail, Internet and other IT systems are operational.
  • Train network users on the proper use and care of IT resources.
  • Train network users in prevention and awareness on current IT security issues.
  • Utilize Helpdesk ticketing system through Freshdesk, in coordination with IJM’s Regional IT Specialist.
  • Manage and direct repairs to qualified contractors as needed, in coordination with IJM’s Regional IT Specialist.
  • Empower network users to perform basic IT troubleshooting.
  • Remind all network users of importance of compliance with headquarters and field office IT standards and policies, including Helpdesk Ticketing systems, social media posts, etc.

Provide other IT support services as follows:

  • Facilitate purchase of IT assets and manage IT supplies, including toners, batteries, monitors, etc.
  • Ensure CCTV, office access control system, and PABX system are operational.
  • Maintenance of magnetic door system and record issuance of security-related cards for magnetic door.
  • Provide technical support on audio/video interview related activities.
  • Provide technical software support for finance department software.
  • Provide technical support to projects/activities that involve use of specialized IT equipment or software/application.

Other:

  • Provide administrative support during joint activities with partners as may be necessary - IT support and/or logistics support. Perform other related duties and tasks as assigned by the Human Resources and Administrative Manager.

Required Skills and Experience:

  • Fluency in oral and written communication in English and Thai.
  • Bachelor’s degree or Vocational Diploma in Computer Science or any computer related course from an accredited university.
  • Working knowledge in computer hardware and software maintenance and troubleshooting.
  • Proficiency in Windows OS and Microsoft Office 2013 applications, specifically Outlook, Excel, Word and PowerPoint.

Position Details:

IJM is seeking a Human Resources (HR) and Administrative Manager to lead, establish and manage all HR and daily administrative activities for IJM’s Bangkok office. We are looking for a talented administrator and gifted human resources professional with strong leadership abilities who is passionate about the IJM mission and willing to bring his or her skills in the areas of organizational planning, recruitment/staffing and talent management, performance management, staff care and professional development, and general office administration. This position is based in Bangkok, Thailand and may require occasional travel within Thailand.

Responsibilities:

Leadership

  • Provide leadership to the HR and administrative team staff; ensure that the department achieves its key result areas.
  • Manage, supervise and coordinate the activities of HR and administrative staff, including information technology (IT) staff.
  • Participate on the leadership team for the office.

Staffing and Employee Support

  • Manage all HR functions, including recruiting, on-boarding of new staff, payroll administration, staffs professional development program, performance management, compensation and benefits, employee relations, occupational health and safety, and staff care program.

  • Proactively and creatively seek out candidates for open positions.

  • Maintain employee agreements, personnel records, monthly time sheets, and leave request forms. Work with relevant government agencies related to visa applications, visa extensions, and work permits for foreign staff, interns and fellows.
  • Serve as the primary point of contact for government regulatory agencies including the Department of Labor (DOL) and Social Security Office (SS), prepare and submit social security and tax payments, and ensure compliance with government policies and regulatory requirements relevant to the employment of national staff.
  • Manage contracts for temporary hires and external service providers.
  • Acting as POC and local coordinator for international and local interns, fellows and other volunteers, liaising with the global intern and fellow program and FO leaders as necessary and checking in periodically with interns and fellows on assignment.

Staff Care and Development

  • Develop and implement an effective office-wide training and development program, and an effective staff care program for the staff.
  • Identify training and development needs and opportunities.
  • Oversee and organize logistics for all components of IJM Bangkok’s Staff Care Plan, including staff retreats, health programs, post-incident debriefs and individual staff counseling.

HR Policies and Procedures

  • Ensure all HR policies, procedures, and HR best practice comply with Thai labor law and other relevant laws and regulations, as well as IJM’s organizational culture, objectives, and standards.
  • Ensure staff adherence to all HR and primary office policies, including the IJM Employee Manual, Finance Manual, Safety and Security Manual, IT Policy, and Child Protection Policy, among others.

Administration

  • Manage all general office administrative operations, procedures and policies to ensure smooth and professional functioning of the office environment.
  • Prepare and manage the annual budget for the work of the HR and administrative staff team, including monitoring spending and reporting on variances from the budget.
  • Manage office procurement and inventory of equipment, computers, vehicles, office supplies and other assets, including proper maintenance.
  • Manage office registration, including preparation and submission of reports as required by registration with the Thai government.
  • Facilitate review and/or renewal of office unit lease, vehicle registration and insurance;
  • Oversee office maintenance, improvements and repairs.
  • Ensure electronic filing and record systems on office shared drive are maintained, kept up-to-date and secured.

Required Skills and Experience:

  • Bachelor’s Degree required; Master’s Degree preferred.
  • Progressive professional experience in human resources and office administration of at least 4 to 5 years; 2-3 years’ experience providing HR and administrative leadership to an office of at least 20-30 staff.
  • Experience working with international organizations, preferably those based in the US, Canada or Europe.
  • Excellent communication skills, including fluency in spoken and written English and Thai.
  • Proficiency with Microsoft Office applications, particularly Word, Excel and PowerPoint.

Position Details:

IJM is seeking an Accounting Manager who will supervise, monitor, control, coordinate and be responsible for all accounting and finance protocols, processes and activities for IJM’s Bangkok operations. We are looking for an individual who will develop a thorough understanding of IJM’s financial compliance requirements and provide best practices for the same across the Bangkok team. The Accounting Manager must share IJM’s values and be passionate about the mission and the vision of IJM. This position is based in Bangkok, Thailand and may require occasional travel within Thailand.

Responsibilities:

Payment Processing

  • Review all payment requests and expense reports for proper authorization, support, and account/project allocations.
  • Issue approved cash advances to employees; ensure timely settlement of outstanding advance before issuing a new advance; review/reconcile cash advance balances monthly.
  • Maintain petty cash fund and log. Ensure all payments are appropriately witnessed and documented and that petty cash log ties to cash on hand and QuickBooks balance.
  • Calculate and administer employee salary and benefits payments, including deductions and withholding. Ensure timely, accurate payments and reporting to appropriate agencies and ensure all staff are paid in accordance with their salary agreements.
  • Prepare journal entries for other financial transactions.
  • Enter all transactions in QuickBooks ledger, ensuring entries are up to date and accurate.

Stewardship

  • Maintain a thorough working knowledge of the IJM Field Office Finance Manual and all IJM finance policies; continuously communicate key finance messages to staff.
  • Provide continuous financial reviews and maintain internal control systems to monitor performance, safeguard the financial assets of the organization and ensure the FO passes independent and governmental audits.
  • Advise the FOD and leadership team on financial management, budgeting, cash flow, including assessing and explaining long and short-term implications for the organization of alternatives and decisions.
  • Advise on the allocation of department-wise budgets, provide assistance and oversight for department heads as they manage their departments’ budgets.
  • In collaboration with the Regional Accounting Manager for Southeast Asia and IJM HQ, identify any internal controls weakness and ensure effective solutions are implemented, including staff training on finance policies and procedures.
  • Promote a culture of high performance and continuous improvement that values stewardship and a commitment to quality.

Financial Reporting

  • Reconcile FO bank account and petty cash fund monthly; analyze other Balance Sheet accounts periodically to ensure thoroughness and accuracy
  • Prepare headquarters (HQ) copies of processed finance forms, monthly internal financial reports including P&L, Balance Sheet, FOD Checklist; ensure all documents required for monthly finance packet are sent to HQ on time.
  • Provide monthly budget reports for the FOD and a monthly budget briefing for the leadership team.
  • Maintain FO leases and contracts, manage security or other deposits; provide copies to HQ.
  • Review asset inventory and FO records, agree to HQ Fixed Asset system.

Other

  • Maintain regular communication with Regional Accounting Manager and HQ.
  • Assess monthly cash needs, request wire transfer from HQ.
  • Manage all external financial relationships.
  • Travel from time to time for meetings, trainings or conferences.
  • Maintain and safeguard thorough, orderly finance files and records.

Required Skills and Experience:

  • Bachelor’s Degree required. Certified accountant status preferred; MBA or other relevant master’s degree will be considered as an alternative.
  • Minimum five years of accounting/financial management experience with the day-to-day financial operations of an organization of at least 20 staff.
  • Experience working with international organizations, preferably those based in the US, Canada or Europe.
  • Experience creating budgets, keeping program expenditures in line with revenues and strategic focus, and setting and following financial policies and procedures.
  • Excellent written and spoken English and Thai required.

United Kingdom of Great Britain and Northern Ireland: Senior Consultant - EU Trust Fund Madad Proposal development

Summary

Plan International is a child- centred organisation working in 50 developing countries across Africa, Asia and the Americas. We focus on child rights, implementing programmes designed to enable communities to improve the lives of the most marginalised children by working with women, youth and civil society organisations.

Since the beginning of our humanitarian response to the crisis in Syria Plan International and its partners have been working in refugee camps and host communities to provide tens of thousands of refugee children and their families, as well as children from host communities, with access to critical resources and services.

In August 2016 Plan International UK presented a regional Concept Note to the EU Trust Fund for the Middle East “Madad Fund”. The concept note presented focuses on Child Labour in Egypt and Lebanon and is based on three pillars: Education, Child Protection, Livelihoods. The concept note has been developed in close coordination with national and regional stakeholders and is presented by a consortium led by Plan International UK and including local and international partners. The concept note has been pre-selected by Madad and Plan International UK has been invited to submit a full proposal. The exact deadline for the submission of the proposal will be negotiated by Plan International UK with the representative of the Madad Fund but should be tentatively be in late May.

In preparation to the full proposal development Plan International UK has carried out a needs assessment consultations of stakeholders in the two countries, developed a Theory of Change for the project and drafted the country programmes that will represent the foundation of the full proposal.

The consultant will develop, in collaboration with Plan International UK and consortium partners, a professional and technically competent proposal to be submitted to the Madad fund. This will include:

  • Conducting a desk review of recent assessments and other relevant document for the development of the proposal related to child labour.

  • Revision of the material already produced in preparation to the full proposal development (i.e. ToC, needs assessment, country programmes)

  • Coordinating with national and regional authorities (ministries, clusters, UNICEF, UNHCR, ECHO, etc.) and stakeholders in order to include their feedback in the proposal.

  • Liaising with all the consortium partners to ensure the readily provision of inputs required for the development of the proposal

  • Periodically consult with Plan International UK relevant staff to collect feedback and inputs on the proposal.

  • Possibly travel to the region (Egypt and Lebanon) when required to meet stakeholders and work with Plan and partners teams.

  • Finally, the consultants will develop a full proposal to be submitted to the Madad Fund. The proposal will include budget, work plan, and other relevant annexes in line with donor’s requirements and expectations. In line with Plan’s priorities the proposal will need to be gender sensitive, risk informed and inclusive (disability, ethnicity, elderly, etc.).

What we’re looking for

You will have significant experience in proposal development for emergency education, child protection and livelihoods programmes, in particular with major institutional donors, preferably with previous experience with EC and EU Trust Fund Madad.

Knowledge and experience of child-centred programming will be an advantage. Similarly, experience of proposal development in region and in particular Egypt and Lebanon, will also be advantageous.

Consultant specification

• At least 10 years’ experience in working in humanitarian sector and in proposal development or technical support

• Master’s degree and/or proven expertise in Child Labour, Education, Child Protection and Livelihoods

• Track record of consultancy work in the areas of, need assessments, proposal development, grants management.

• Knowledge of gender equality, resilience and humanitarian international standards.

• Strong qualitative and quantitative research skills

• Experience in the collection and analysis of qualitative in-country primary research

• Fluent in English with a high standard of written English

XIII. APPLICATION PROCESS AND TIMELINE

The assignment is expected to be carried out during April and May but the exact timeline will be communicated in accordance to the deadline that will be established by the donor. Given the scope of the work it is expected that consultancy will be approximately 15 working days (to be revised according to deadline established and needs identified) distributed between on the duration of the contract that will end with the submission of the full proposal to the donor.

TIMEFRAME AND MILESTONES FOR PAYMENT

The assignment is expected to be carried out during April and May but the exact timeline will be communicated in accordance to the deadline that will be established by the donor. The expected start date of the assignment is mid-April 2017. Deliverables are ideally expected in the following timeline:

  • Contract signed: 30% payment

  • 5th May 2017: Needs assessment, ToC and country programmes documents revised

  • 20th May 2017: First draft of full proposal (budget, work plan and other relevant annexes included) - 30% payment.

  • 31st May 2017: Full proposal revised according to feedback received, along with consultancy report - 40% payment.

KEY OUTPUTS

The consultancy should deliver the following outputs:

I. Full proposal: The Full proposal will be developed in line with EC regulations and formats. The full proposal will include all relevant annexes (i.e. work plan, budget, risk mitigation, etc. - list of annexes will be identified by Plan International UK in line with donor’s expectations).

II. Consultancy report: which includes recommendations for implementation

The Need

International Justice Mission (IJM) is seeking an experienced Security Manager to provide technical leadership in regional security management across our Africa operations. The Regional Security Manager, Africa will assist IJM Field Offices to embed sound security practices to enhance the safety and security of IJM staff, assets and programs, and minimize operational risks. Responsibilities

Lead Field Office Security Strategy

  • Review, revise and implement comprehensive security strategies and operational protocols for IJM Field Offices, including evacuation and contingency plans for each office;
  • Conduct regular and ongoing reviews and inspections of current security procedures, policies and systems;
  • Collaborate with field office and regional leadership to ensure Regional and Field Office security strategies appropriately support IJM program priorities.

Threat Analysis & Response

  • Evaluate current political, social and climatic conditions for possible threats to the safety and security of Field Office staff;
  • Provide guidance to field office staff and leadership, including recommendations for the safety, security and protection of staff at all times.
  • Provide technical oversight and strong support to the country security managers / focal points;
  • Train, coach, and mentor staff at all levels on integrated security and leadership development, in order to strengthen their skills in their own professional area. This is toward the goal of mainstreaming / integrating security management into all project designs, country strategies, and departmental policies and procedures;
  • Lead an internal regional security focal point network for the purpose of coaching, peer support, and personal development;
  • Represent IJM externally and in interagency forums; and
  • Support the Global Director of Corporate Security in the implementation of Security and Threat Assessments using standard tools and processes, as and when needed.

Operational Support & Crisis Management

  • Ensure security of IJM staff and clients, ensure implementation of all security protocols;

  • Assist in the selection/supervision of office guards, where relevant;
  • Ensure compliance with fire regulations and train office staff in fire/building evacuation plans;

Capacity Building

  • Train field office staff in security strategies and operational and travel protocols;

IJM-internal coordination

Position Details

IJM is seeking a Director of Aftercare who shall be responsible for establishing and directing all strategies and activities of IJM Bangkok Aftercare response to forced labor and trafficking in the Thai fishing and seafood industries. The individual shall build and lead a high quality team in partnership with government and non-government agencies to ensure that victims are rescued and perpetrators are prosecuted under the laws of Thailand. The Director of Aftercare will also lead strategies and activities targeted at reducing the prevalence of forced labor and labor trafficking through sustainable improvements in the performance of local law enforcement and psychosocial services for victims. This position is based in Bangkok, Thailand and may require occasional travel within Thailand.

Responsibilities

Develop National Leaders

  • Recruit, train and lead a highly effective, resilient and cohesive Aftercare team consisting of IJM aftercare staff, interns and volunteers;

Position Detail

IJM is seeking an experienced, Burmese-speaking Social Worker for its Bangkok Field Office. Responsibilities

  • Manage a caseload of clients, providing crisis intervention and case management services for assisted individuals and monitor regular follow up and detailed documentation on rehabilitation and restoration progress, ensuring that progress of rescued victims is documented and accurately tracked;
  • Assist in providing or facilitating crisis care, legal counseling, language interpretation, medical care, shelter services and education or life skills training to rescued victims;

This will include:

  • Ensuring appropriate and quality humanitarian programmes delivered to a high standard in a timely way in line with Plan Disaster Risk management strategy and donor requirements

With a track record of humanitarian field work and working in challenging and stressful / high risk environments, you will be able to establish strong working relationships with colleagues from different functions and cultures. As the role has a focus on education in emergencies, you will have a good understanding of the mechanisms and the international legal / policy framework related to this topic, along with two or more of the sectors in which we work: Health, Education, Shelter, Water and Sanitation, Livelihood, Food security, Nutrition, Protection, Sexual, Reproductive Health and HIV/AIDS and DRR.

International Justice Mission (IJM) is a global organization that protects the vulnerable from violence by partnering with government authorities to rescue victims, bring criminals to justice, restore survivors, and strengthen criminal justice systems so they protect the vulnerable from violence and abuse long-term. IJM is a global team of lawyers, social workers and other professionals. IJM has 17 field offices across the globe, including multiple offices in Southeast Asia.

IJM has worked in northern Thailand through IJM’s Chiang Mai Field Office (FO) since 2000, partnering with government authorities on hill tribe Thai citizenship cases and cases of sexual violence against children. In 2017, IJM will establish a new field office in Bangkok that will provide support to Thai authorities to eliminate labor trafficking and forced labor from the Thai fishing and seafood industries. IJM lawyers, social workers, fieldworkers and other professionals will support Thai law enforcement, social services and the judiciary to identify and prosecute cases of forced labor and labor trafficking crimes and restore labor trafficking survivors to safety and strength.

Position Detail

IJM is seeking a skilled, experienced, Khmer-speaking Fieldworker who will be responsible for gathering and monitoring information on cases of labor trafficking. The Fieldworker will seek to secure reliable, timely and actionable information concerning victims, witnesses, and perpetrators of criminal activity within the project area. This position is based in Bangkok, Thailand and will require travel within Thailand.

Responsibilities

  • Develop a thorough working knowledge of relevant laws and criminal procedures regarding labor trafficking cases;
  • Develop a thorough working knowledge of the methods of human traffickers and the methods and techniques used to gather information and evidence to document labor trafficking crimes effectively;
  • Conduct thorough, detailed, and well-documented information gathering related to cases of labor trafficking;
  • Recruit and maintain a network of operatives and informants who provide reliable, timely and actionable information regarding cases of labor trafficking;
  • Collaborate with community members and NGO partners to receive and respond to reports of trafficking, gathering accurate and relevant information about trafficking activity within communities, and strategically analyzing case work;
  • Develop and maintain strong working relationships with governmental officials from relevant Thai and international law enforcement agencies to support the development, investigation, and prosecution of human trafficking cases;
  • Collaborate regularly with members of IJM Bangkok’s legal and aftercare departments on cases;
  • Draft fieldwork plans; write detailed, daily field reports and submit them to the DILED or his designee in a timely manner;
  • Competently work with various databases, record management systems, communication networks, and specialized equipment;
  • Maintain strict confidentiality of all fieldwork, fieldwork strategies, and other privileged and sensitive information;
  • Serve, if necessary, as a witness to the crimes committed;
  • Comply with all IJM and Thai government requirements;
  • Carry out additional assignments as required by the DILED.

Required Skills and Experience

  • Bachelor’s degree from an accredited university preferred but not required; minimum of a high school education with graduation certificate;
  • One year experience in conducting field investigations or other relevant experience; experience in the justice sector preferred;
  • Fluency in oral and written communication in Khmer; fluency or intermediate English preferred; additional language ability in Thai preferred;
  • Experience working with migrant workers or victims of human trafficking preferred;
  • Computer literate and proficient in Microsoft Office applications (specifically Word, Excel and Outlook) preferred;

Position Detail

IJM is seeking an experienced, Khmer-speaking Social Worker for its Bangkok Field Office. The Social Worker will facilitate aftercare services for the shelter-based and community-based clients, and support the Director of Aftercare in the process of rehabilitation of labor trafficking victims. The position is based in Bangkok, Thailand and will require occasional travel in Thailand.

Responsibilities

  • Manage a caseload of clients, providing crisis intervention and case management services for assisted individuals and monitor regular follow up and detailed documentation on rehabilitation and restoration progress, ensuring that progress of rescued victims is documented and accurately tracked;
  • Assist in providing or facilitating crisis care, legal counseling, language interpretation, medical care, shelter services and education or life skills training to rescued victims;
  • Ensure that assisted individuals are referred to high-quality aftercare services based on individually assessed needs and in accordance with the IJM Minimum Standards of Care;
  • Engage, prepare and support clients for testifying in court in partnership with aftercare partners and the IJM Bangkok legal and law enforcement develop departments;
  • Coordinate with aftercare partners to ensure the well-being and restoration of clients, including monitoring victim care, providing referrals for special services, visiting clients, and assisting with emergencies;
  • In collaboration with the DOA, develop and maintain strategic and mutually supportive partnerships with aftercare providers, and provide input to the DOA on strengths and gaps in aftercare services;
  • In collaboration with the DOA, develop and implement bridge-building strategies with partners in the Ministry of Social Development and Human Security (MSDHS);
  • Demonstrate the competency in utilizing IJM’s Case Tracking Management System (CTMS);
  • Translate written documents from English into Khmer, and Khmer to English.

Required Skills and Experience
