The Need

For over 25 years, IJM has pioneered the work to protect vulnerable people from violence. 9 out of 9 times in the last decade, IJM’s Justice System Strengthening Projects have reduced slavery and violence between 50 and 85% for very large populations of people in poverty. As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Senior Associate, Security & Case Management to provide technical and operational expertise. On security management, the Senior Associate will design and coordinate the implementation of sound security practices; enhance the security & safety of IJM staff and partners. On case management, the Senior Associate will lead and execute IJM’s law enforcement development strategies and activities as well as support local law enforcement officials and IJM partners investigating forced labor trafficking, helping to ensure victims are rescued and suspects are arrested and prosecuted.

This position is based in Kuala Lumpur, Malaysia, and reports to the Field Office Director. The position is for a 1-year fixed term employment, subject to further review at the end of term period and is only available for candidates with the right to work in Malaysia.

Responsibilities

Leadership and Management

  • Lead the IJM Malaysia team and partners to engage in the best case development techniques, encouraging cohesive teamwork and stewardship of IJM resources;
  • Ensure adequate staff safety, security and care measures are employed, in coordination with the FOD and Regional Security Director;
  • Provide expertise and assistance, in consultation with FLS Hub ILED Specialist, to Malaysian law enforcement and NGO partners in case development as well as maintain operational best practices in case management.

Strategy & Knowledge Development & Implementation

  • Provide ongoing assessment of law enforcement anti-trafficking response, identifying gaps and opportunities for development, and build program development strategies accordingly;
  • Develop and document a thorough understanding of Malaysian and other relevant laws and criminal procedures regarding investigations, arrests, search and seizure, and the charging of trafficking suspects.

Networking & Partnership

  • Work closely with IJM colleagues and partners in carefully planning for and supporting law enforcement to rescue victims and arrest perpetrators, ensuring effective coordination among IJM, partners, and government agencies;
  • Liaise and maintain good working relationships with local and international law enforcement agencies, security professionals, and NGO partners as applicable, to advocate for proper action on referrals, and provide support to IJM partners in case management.

Policies and Procedures

  • Conduct recurring reviews and inspections of security procedures, policies and systems;
  • Design and implement a policy to screen, manage and mitigate security risks related to cases, IJM office, clients or staff;
  • Ensure security and contingency plans are incorporated into all IJM work and develop a culture of security awareness among staff.

Training and Development

  • Capacitate IJM partners and relevant stakeholders in anti-trafficking responses that are related to case development and management, including by providing training and guidance on the implementation of IJM standards in case management and documentation.
  • Train and equip all IJM personnel and consultants with the necessary knowledge and skills to mitigate risk and engage in IJM’s mission with high safety standards;
  • Design, implement, and train staff on evacuation procedures (fire, medical, political, disaster and security related incidents) and ensure office compliance with fire regulations and building safety codes;
  • Train field office staff in security strategies and operational and travel protocols and ensure that IJM staff have the necessary training and support to deal with and mitigate risks and threats that arise in their work.
  • Maintain communication, provide guidance and recommendations to field office staff and leadership of cases and the safety, security and protection of staff;

Documentation, Reporting & Data Management

  • Ensure that detailed records are maintained for all fieldwork and interventions, field office security work and policies;
  • Liaise with Field Office Director, Regional Security Director and Director of IJM Global Security to provide regular reporting and updates on security issues in Malaysia;
  • Monitor national and regional security incident reporting, maintain a database of incidents and ensure appropriate dissemination of information during emergencies;
  • Ensure that concise, thorough and timely written reports are produced for all cases and security-related activities;
  • Assess and provide recommendations on security related equipment for the office and the field, and work with the equipment custodian for replace or repair when needed.

Events and Logistics

  • Assess the security of external locations where IJM will be hosting events or interviewing survivors/relevant parties (as requested);
  • Provide on-the-ground expertise in response to emergent threats and critical incidents, and provide advice on crisis management to field office leadership.

General tasks

  • Support development and management of the budget for case development, law enforcement and security capacity building activities, spending funds according to IJM’s budgetary and stewardship principles;
  • Update and use IJM’s casework tracking systems and other data collection, monitoring and evaluation tools;
  • Facilitate regular communications on security matters to ensure field office staff are equipped with adequate knowledge, tools and resources to comply with security protocols and best practices;
  • Participate in IJM programs promoting professional growth.

Qualifications:

Education & Experience:

  • Bachelor’s degree in law/criminology/security management or related field;
  • 1-2 years’ experience in handling human trafficking cases and managing security operations, preferably for non-profit or international organizations; physical, protective, and operational security;
  • Minimum 2 years’ of leadership and team building experience;
  • Experience and understanding of human trafficking cases;
  • Familiar with the general landscape & country situation in Malaysia and have experience in the analysis of security threats, risks and vulnerability in Malaysia;
  • Experience in crisis management;
  • Experience working in a multi-disciplinary, cross-cultural environment.

Technical Competencies:

  • Strong oral and written communications skills;
  • Fluent in oral and written English, and can converse well in Bahasa Malaysia;
  • Computer literate with a high level of proficiency in Microsoft Word and Outlook;
  • Valid driver’s license.

The Need

As we grow to expand our impact to protect 500 million people from violence by 2030, we are seeking a Program Coordinator to support the IJM Malaysia Program Team in the implementation of project activities. The Program Coordinator will lend his/her organizational, administrative, and logistical support skills and impart a high level of coordination between various parties to ensure smooth implementation of project activities.

This position is based in Kuala Lumpur, Malaysia and reports to the Senior Manager, Program, Malaysia and is only available for candidates with the right to work in Malaysia.

Responsibilities

Leadership and Management

  • Support IJM’s project activities including training program, events and relevant activities from design, planning, and through to successful completion;
  • Manage program resources, including budgeting, procurement, allocation of budgets, materials and equipment; Ensure efficient utilization of resources to achieve program goals within allocated budget.

Networking & Partnership

  • Cultivate strong positive relationships with project stakeholders, including government and non-government agencies. Continuously engaging them in feedback process to ensure participation and support;
  • Assist in program partnership monitoring and coordination;
  • Coordinate with speakers, trainers, and facilitators from both within and outside IJM, and search and identify new resource persons.

Communication

  • Keep records of key decisions made and maintain up-to-date meeting notes, following up on action points with individuals as appropriate;
  • Serve as the primary contact for internal and external stakeholders, including team members, NGO partners, and training participants. Facilitate effective communication and collaboration among all parties.

Training and Development

  • Work with training speakers, trainers and facilitators for preparation of consultancy agreements, training content and modules, and materials required for trainings/meetings/workshops;

Research, Program Management and M&E

  • Monitor program progress and performance against established targets;
  • Collect, analyze and provide reports to track outcomes, identify areas for improvement, and provide feedback and advice to Senior Manager, Program;
  • Conduct pre and post-test for each training program, evaluate and analyze results after each training session;
  • Perform desktop research of information related to human trafficking and forced labor.

Documentation, Reporting & Data Management

  • Assist in the preparation of project reports, evaluations, and other project documentation, including yearly and quarterly work-plans, budgets, quarterly/annual reports and other supportive reports if necessary;
  • Responsible in maintaining accurate records, documentations and reports related to program activities, expenditure and outcomes, including weekly data quality checks of Justice Data Solution data entry and work proactively with the program team to assist in the revision process;
  • Prepare letters, regular progress reports, briefings and presentations for internal and external stakeholders.

Events and Logistics

  • Assist program team in any duties which enable project delivery e.g. procurement, organizing training/workshop, etc;
  • Provide support in preparation for IJM staff visits, partners’ meetings, external stakeholders’ meetings including briefings, itinerary planning and logistics;
  • Liaise closely with IJM Finance and Administration teams with regard to timely payment of deposits and final payments for travel, accommodation and venue hire.

Clerical and Administration

  • Support the program team in preparing payment requests/expense reports for authorization;
  • Handle program-related finance processes including Spend Authorizations, supporting documentations, and clearing Expense Reports on behalf of program team.

General tasks

  • Perform any other duties as may be assigned;
  • Participate in IJM programs promoting professional development and growth.

Qualifications:

Education & Experience:

  • Graduate degree is required and preferably in Social Sciences, Political Science, International Relations, Communication or related fields;
  • Minimum three years of work experience in related functions;
  • Experience working with government and/or understanding of the government structures and practices;
  • Experience and understanding on human trafficking and forced labor issues.

Technical Competencies:

  • Strong research, writing and verbal communication skills in English and Bahasa Malaysia language required;
  • High proficiency with Microsoft Office programs, particularly Word, Excel and PowerPoint. Experience with database management programs desirable;
  • Effective communication that enhances productivity and facilitates positive workplace relationships;
  • Proven track record in budget management;
  • Demonstrated skills in providing administrative and logistical support in organizing meetings, workshops, conferences required.
